Judge Gilbert Bettman ruled in Hamilton County Common Pleas Court that prosecutors failed to support the charges against Steven O'Banion. O'Banion originally faced up to 100 years in prison if convicted on the attempted-murder charges. The felonious-assault charges carry penalties of five to 25 years in prison.

Testimony ended Tuesday afternoon in the two-day trial, Bettman, who is hearing the case alone because O'Banion waived his right to a jury trial, said he would issue a verdict later on the remaining charges. The decision was not expected before Wednesday. He said the sheriffs officers beat him in jail, drawing blood, after his Sept. 3 arrest for disorderly conduct and jaywalking. He said one jail officer punched him four times in the face, then slapped him.

BELL, 77, of Shel-ttown, died Monday, Dec. 16, 1991, at Peninsula General Hospital Medical Center of respiratory failure. LESTER WASHINGTON HYLAND, 57, of Elm Street in Hebron, died Tuesday, Dec. 17, 1991, at Peninsula General Hospital Medical Center of cardiac arrest. Friends may call at the Jolley Memorial Chapel on Jersey Road in Salisbury Thursday from 7 to 9 p.m. and Friday at St Luke United Methodist Church In Hebron.

Daniel O'Neill OCEAN CITY Daniel Louis O'Neill, 47, of here, died Sunday, Dec. 15, 1991, of an apparent heart attack. Born in Philadelphia, he was a son of the late Emmett Patrick O'Neill. He is survived by his wife, Joyce Ann Gibson O'Neill; his mother and stepfather, Alice O'Neill Spencer and Robert Spencer of Salisbury; a daughter and son-in-law, Dana OTI-eill Cassidy and Kevin Anthony Cas-sidy of Lansing, two brothers, Patrick O'Neill of Panama, and Gerald O'Neill of Salisbury; and several nieces and nephews. O'Neill had been a painting contractor in Ocean City for 27 years, owning O'Neill Painting Inc.

He had attended St. Mary Star-of-the-Sea Catholic Church in Ocean City. A graveside service will be held Friday at 11 a.m. at Evergreen Cemetery. The Rev.

Born in Columbia, he was a son of Ralph and Edith Holland. Hyland was a retired employee of Moore's Building Supply. He is survived by his wife, Annie Mae Hyland; one son, Michael Hyland of Hebron; one daughter, Jennifer Hyland-Darden of Salisbury; one stepson, Ronald Morris of Hebron; six grandchildren; one great- g'andchild; one brother, William olland of Wilmington; three sisters, Joyce Kelly of Dagsboro, Isa-belle Holland and Irene Brown of Columbia, and several nieces and nephews. One brother, Ralph C. Holland, died in 1978.

Robert VV. Anton OCEAN CITY Robert W. Anton, 70, of here, died at his home Monday, Dec. 16, 1991, of a lung and liver ailment. Born in Philadelphia, he was a son of the late Robert Anton and An-toninette Finsel Anton.

He is survived by his wife, Eleanor P. Anton; a son and daughter-in-law, William Robert and Susan Anton of Falls Church, another son and daughter-in-law, Thomas E. and Claire Anton of Berlin, and their three grandchildren, Jason, Tina and Danielle Anton. Anton was past president of Disabled American Veterans Chapter 10 in Arlington, and a member of Odd Fellows. He was a World War 11 Army veteran with two Bronze Stars.

A memorial service will be held Saturday at 1 p.m. at St. Peter's Lutheran Church on Coastal Highway in Ocean City. Dr. Harry Wolpert will officiate.

Contributions may be made in memory of the deceased to Coastal Hospice, PO Box 1733, Salisbury, Md. 21801. Clara Shockley SNOW HILL Clara H. Shock-ley, 101, of here, died Tuesday, Dec. 17, 1991, at Harrison House Nurs-ingHome of heart failure.

Born near Snow Hill, she was a daughter of the late Goldsboro and Emily Riley Holloway. Her husband, Ralph E. Shockley, died in 1971. Shockley was the oldest living alumni of Peninsula General Hospital School of Nursing. She was a member of Mount Zion United Methodist Church and a former member of Acquango Branch Home-makers Club.

She is survived by three grandchildren, Ralph E. Shockley and David F. Shockley, both of Snow Hill, and Patrick Shockley of Orlando. five great-grandchildren; and one brother, Reece Holloway of Berlin. Two sons, Marvel E.

Shockley, died in 1972, and Percy F. Shockley, died in 1981. A graveside service will be held Thursday at 1:30 p.m. in Bates Methodist Cemetery in Snow Hill. The Rev.

Louise Miles CRISFIELD Louise Miles, 87, of here, died Tuesday, Dec. 17, 1991, at Salisbury Nursing Home of heart failure. She was born in Hopewell, near Crisfield, a daughter of the late John Franklin and Edith Bradshaw Miles. Miles was a retired seamstress and a member of Immanuel United Methodist Church in Crisfield. She is survived by a daughter, Myrna Hinote of Salisbury; three sisters, Anna Ward of Crisfield, Frances Howard of Perryman, and Blanche Price of Marion Station; five grandchildren, Raymond Mister, Kay Sturgis, Douglas Serres, Nick Saykalay and Rick Hinote; ana several nieces and nephews.

West LAUREL Roselle A. West, 63, of Ross Point, near Laurel, died at Nanticoke Memorial Hospital Saturday, Dec. 14, 1991, of cardiac arrest. She was born, April 4, 1928, at San Domingo, near Laurel, the daughter of the late- William and Lula Nutter Cornish. West had been married for the past 44 years to Granville H.

West, whom she married May 7, 1947. She graduated from Paul Lawrence Dunbar High School in Laurel and was a homemaker all of her adult life. She was an active member of St. John's AME Zion Church at Ross Point, where she was very active in the church. She was also a member of Queen of Sheba Order of the Eastern Star 4 in Laurel and several other Eastern Star organizations.

In addition to her husband, she is survived by a daughter, Ellen A. Byrd of Delmar; and a grandson, Ar-tez West of Delmar; two sisters, Cleo Stanley of Seaford, and Jane Cornish of Laurel; four brothers, Otis Cornish and Carroll Cornish, both of Bridgeville, Russell Cornish of Milton, and Eugene Cornish of Salisbury; and several, nieces and nephews. Friends may call at St. John's AME Zion Church Friday from 7 to 9 p.m. and Saturday from noon to 1 p.m.

A funeral service will be held Saturday at 1 p.m. at the church. The Rev. Oris P. Fields will officiate.

Interment will be in the church cemetery. Wilbert L. Tatem EDEN Wilbert Lee Tatem, 62, died Friday, Dec. 13, 1991, at his home here of congestive heart failure. Born in Parksley, he was a son of the late James C.

Tatem and Elizabeth Mozell Tatem. Tatem was a member of Mount Olive Baptist Church in Bridgeville. He is survived by five sons, Nathaniel Tatem of Norfolk, James Tatem of Tustin, Kirk Tatem of Asper, Paul Tatem of New Church, and Michael Tatem of Eden; three daughters, Deborah Allen and Terry Turpin, both of Salisbury, and Zeborah Tatem of Elkton, two brothers, James E. Tatem of Parksley, and William Tatem of Modest Town, four sisters, Madeline Tatem of Princess Anne, Bernice Shelly of New York City, Geneva Godwin of Onancock, ana Catherine Coleman of Parksley, 23 grandchildren; three great-grandchildren; and several nieces and nephews. August Meyer former "TV executive CHAMPAIGN, 111. (AP) August C. Meyer who made a fortune as a television executive, died Monday of a heart attack. He was 91. Meyer, chairman of the board of Midwest Television was listed among the 400 richest people in the United States by Forbes magazine.

Morris Rothblum, stamp columnist RrVERTON, N.J. (AP) Morris C. Rothblum, who wrote a stamp-collecting column for the Courier-Post of Cherry Hill for more than 40 years, died Thursday of cancer at age 87. During his tenure at the newspaper, colleagues said Rothblum personally answered every letter he received and never charged people for estimating the value of their coins and stamps. He also worked at the newspaper for many years as a linotype operator before retiring 25 years ago.

(AP) -Eleanor Boardman, who starred in several silent movies after gaining attention as a "Kodak Girl" model, died Thursday at age 93. "Miss Boardman got her start as the "Kodak Girl" on Eastman Kodak advertising posters nationwide.

She then moved into movies, starring in such silents as "Stranger's Banquet," "The Silent Accuser," "Memory Lane" and "Tell It to the Marines." Boardman had a leading role in "The Crowd" in 1928, directed by King Vidor, whom she married. Her talking movies included "She Goes to War," "Mamba," "The Flood" and a remake of "The Squaw Man." Martha Gottfried, entrepreneur PALM BEACH, Fla. (AP) Martha Gottfried, who worked her way up from an Indiana hardware store to a $100 million-a-year real estate business, died of cancer at a hospital on Monday. She was 54. Gottfried hit the $100 million sales mark for the first time in 1986, 12 years after she began selling Palm Beach property.

She was once featured on the television show "Lifestyles of the Rich and Famous." Gottfried was 13 when she began working at a hardware store in Evansville, Ind. She later worked for Meed Johnson a pharmaceutical firm, becoming an assistant to the chief executive officer.
