The annual state appropriation to Salisbury University for 2002 was $29.5 million, she said. "That represents 29 percent of our operating budget," Dudley said. "I'm guessing we could be looking at a cut of about $3 million. That's pretty severe.

She said the university cannot make up the loss without an increase in tuition, but she hopes to keep it under 5 percent. For in-state students who paid $3,394 for the 2002-03 school year, it's an increase of $170 per year. For out-of-state students who paid $9,158 this year, they could face an increase of $458. An increase will be decided after state officials determine SU's budget cuts. The proposed 5 percent tuition increase represents about $1 million of the shortfall, Dudley-Eshbach said.

"There will not be only one solution," she said. "I don't want this burden to fall disproportionately on the backs of our students and I want to protect our academic base. We're going to need a lot of tools in our toolbox." Dudley-Eshbach said she had been planning for a large budget cut for months, prolonging the university's hiring freeze, which has lasted six months. "We've eliminated some unfilled positions, and I've been unable to give any salary increases," she said. "We also will likely have to engage in layoffs and entrenchments and perhaps begin talking to some people about early retirement incentives." Dudley-Eshbach said the school may also consider capping enrollment if the university is unable to hire more teachers, immediate tuition increases may only be a first step.

"Whatever we get could be the first in a series of increases," she said. "And if we get hit with another cutback next year, then I'll have to start looking at the academic side of the house." Thelma Thompson, president of the University of Maryland Eastern Shore, said her school will not cut academic programs. "We're going to have to make expenditure adjustments and personnel adjustments, but our academic programs are going to be kept sacred," she said. Thompson and UMES Vice President Ron Holden said they are waiting to see how much the school's budget is cut before they make a decision. "But, I don't see how we can survive without some type of increase," Thompson said.

In-state annual tuition at UMES this year was $3,029. Out staters paid $7,567. Thompson said the school's hiring freeze will continue and layoffs are probable, depending on how much of the university's $23.6 million state appropriation is cut. "We've been looking at many areas where we could make cut backs," she said. "I'm an old educator and I know these things are cyclical.

BETTY JANE WEST, 73, of Laurel, died Monday, Jan. 6, 2003, at Thomas Jefferson University Hospital in Philadelphia. A funeral service will be held Saturday at 11 a.m. at C.H. 8, 2003, at Nanticoke Memorial Hospital in Seaford. Born in Delmar, she was a daughter of the late Boyd and Pearl Hastings. She retired from North Laurel School. She worked in the cafeteria. She was a member of Kings United Methodist Church for more than 50 years.

She was also a member of the United Methodist Women, a Sunday school teacher and a worship chairman. She is survived by her husband of 56 years, Ray D. Foskey of Laurel; a son and daughter-in-law, Alan R. and Vanessa Foskey of Elkton, three grandchildren, Brandon, Brett and Brooke; a sister and brother-in-law, Evelyn H. and 1 Oran Taylor of Salisbury; and several nieces and nephews.

Lankford, 75, of Salisbury, died Tuesday, Jan. 7, 2003, at Deer's Head Hospital Center. Born in Galestown, he was a son of the late Scott and Myra Brinsfield Lankford. Mr. Lankford was a lifetime member of VFW Meuse Post 194 and the American Legion Spring Hill Post 237 in Hebron.

He is survived by his wife of 54 years, Betty L. Lankford of Salisbury; two daughters, Susan Lankford of Salisbury and Sharon Hampp and her husband, Charlie, of Olney, a grandson, David Hampp of Olney; two sisters, Margaret Bailey of Salisbury and Ann Lankford of Denton; three brothers, David Lankford of Beach Haven, Eddie Lankford of Hurlock and Robert Lankford of Seaford; and several nieces and nephews. He was preceded in death by four brothers, Alfred, Scott, Ervin and Paul Lankford; and two sisters, Pauline Knowles and Elenor Bennett. 7, 2003, at Salisbury Center: Genesis ElderCare. Born in Baltimore, he was a son of the late Wilbur F. Emge Sr. and Lillian M. Hutton Emge.

He was preceded in death by his first wife, Aneta B. Clipper Emge, in 1957; a sister, Vera L. Della; and a brother, James P. Emge. Mr.

Emge graduated from Glen Burnie High in 1940. He was a World War II Air Force veteran, serving as a tech sergeant. He was employed by Exxon until his retirement in 1978. Mr. Emge was a member of St.

Francis de Sales Catholic Church in Salisbury. He is survived by his wife of 43 years, Norma S. Reuwer Emge of Salisbury; four sons, Bruce F. Emge of Daniel G. Emge and his wife, Terry, of Salisbury, David R.

Emge of Linthicum and Timothy J. Emge and his wife, Deborah, of Salisbury; a daughter, Joyce E. Emge and companion, Robin L. Kasemeyer, of Marriottsville, five grandchildren, Richard L. Emge, D.

Christopher Emge and his wife, Sabrina, Meghan E. Emge, Timothy J. Emge II and Andrew J. Emge; a brother, A. Calvin Emge of Glen Burnie, two sisters, Muriel E.

Elbert W. Benson BISHOPVILLE Elbert W. Benson, 76, of Bishopville, died Tuesday, Jan. 7, 2003, at Atlantic General Hospital in Berlin. Born in Bishopville, he was a son of the late Ranzie and Edith Hudson Benson.

He was a farmer and a charter member of Blackwater Fellowship Church in Roxana. He is survived by his wife of 57 years, Doris R. Benson of Bishopville; a son, Glenn E. Benson and his wife, Debbie, of Bishopville; a daughter, Donna L. Jarman and her husband, George, of Bishopville; a brother, Harold R.

Victor Townsend SNOW HILL H. Victor Townsend, 81, a native of Newark, died Tuesday, Jan. 7, 2003, after a lengthy illness. Born July 21, 1921, in Newark, he was a son of the late Horace and Manolia Bassett Townsend, the youngest of seven children. Mr.

Townsend spent the early years of his life as a farmer, knowing and respecting every acre he farmed on the Sinepuxent Bay in Worcester County. He proudly served his country both here and abroad in the U.S. Army during World War II as a member of the 368th Engineers Battalion. He enjoyed traveling to reunions of his battalion annually and maintained these friendships throughout his lifetime. He is survived by his wife of 55 years, Virginia Ward Townsend of Snow Hill; two daughters and their spouses, Jane and Steve Ashcraft and Ellen and Gene White of Salisbury; seven grandchildren, Cale, Chris, Kirby and Kasey Ashcraft of Salisbury and Michael Schneider of Salisbury, Joe and his wife, Maia Schneider, of Ocean City and Kennan and her husband, Brian Court, of Santa Barbara, three greatgrandchildren, Brogan and Kylan Court and Lassen Schneider; and two sisters, Virginia Sturgis of Snow Hill and Lena Parks of Exmore.

He was preceded in death by three brothers, Harry and Bassett of Newark and Everett Townsend of Ocean City; and one sister, Helen Baylis of Rehoboth Beach. Vic considered his family the most important part of his life. He was a loving and devoted husband, father, grandparent, greatgrandparent and brother and was well known for his sharp wit and sense of humor. She was also a member of the Blind Association of Delaware. She leaves loving memories with her husband, the Rev. Roscoe West of Laurel; one daughter and son-in-law, Virginia Lee and Eddie Snead of Laurel; one sister, Irene Horsey of Laurel; four grandchildren and their spouses, Veronica Oney and the Rev. Dr. Wilford Oney of Seaford, Felicia Matthews and Darryl of Laurel, Tammy Snead of Laurel and Kelvin Snead of Seaford; one brother-in-law; two sisters-inlaw; three great -grandchildren; and a host of nieces, nephews, cousins, other relatives and friends.

Watson Funeral Home in Salis- Mary Jane Elliott POCOMOKE CITY Mary Jane Elliott, 76, of Pocomoke City, died Tuesday, Jan. 7, 2003, at her residence in Pocomoke City from complications of Parkinson's disease. Born July 4, 1926, in Pocomoke City, she was a daughter of the late Columbus and Annie Ellis Maddox. Mrs. Elliott was a member of First Baptist Church in Pocomoke City, where she was a member of the Vota-Vita Sunday school class.

She is survived by her husband of 43 years, Burton W. "Burt" Elliott, and several nieces and nephews. Two sisters and a brother, Annabelle Dryden, Dorothy Hancock and Columbus W. Maddox preceded her in death. A funeral service will be held Friday at 11 a.m.
